One of the main problems facing Peru is the deficit of public infrastructure that affects the services offered by the State to the population, this negatively affects the quality of life of citizens and reduces the country’s competitiveness. Therefore, APOYO Consultoria has developed its second policy proposal "Four measures to improve infrastructure efficiently and sustainably."
In this proposal the causes of the problem are identified , these are related to insufficient resources by the state and inadequate practices in the public investment process. To reverse this situation, the proposed measures are based on two mechanisms: Public Private Partnerships (PPP ) and co-funded private initiatives (IPC )
Hugo Santa María, José Luis Escaffi, José Carlos Saavedra and Andrea Gonzales-Vigil have taken up the opinions and comments of experts, government officials and private sector representatives to develop these proposals.
