While Peru has managed to significantly reduce poverty levels in recent years, there are areas where poverty is predominant. In this context, it is very important to realize that there is now an unprecedented and unique opportunity to expand economic development of the country's most excluded families. APOYO Consultoria has identified four measures that will contribute to the solution of this problem.
La mejor manera de aprovechar esta oportunidad es a través del Fondo para la Inclusión Económica en Zonas Rurales (Fonie), creado para aumentar el acceso conjunto a cuatro servicios básicos con intervenciones simultáneas (en combo) y en zonas priorizadas. A pesar de que en su propuesta y normativa el Fonie es una herramienta potente, los resultados obtenidos en el 2013 no han sido los esperados. Así, no hay combos completos (que consideren los cuatro servicios), y se están financiando obras pequeñas principalmente.
The best way to take this opportunity is through the Fondo para la Inclusión Económica en Zonas Rurales (Fonie), created to increase the overall access to four basic services with simultaneous interventions (combo) and in priority areas. Although in its proposal and regulation the Fonie is a powerful tool, the results in 2013 were not what expected. Thus, there are no complete combos (that consider the four services), and mainly small works are being financed.
Therefore, in this third policy proposal "Four steps to provide basic infrastructure 'combos' to the most excluded population" is proposed to change the operation strategy of the Fonie in two key aspects. First, make interventions separated from the programming of the combo interventions. Second, move from exclusive reliance of public works to use all implementation modalities available, including APP and tax works schemes.
For its preparation, Hugo Santa María, José Luis Escaffi, José Carlos Saavedra and Andrea Gonzales-Vigil have taken up the opinions and comments of experts, government officials and private sector representatives.
