Analysis and evaluation of interventions

Baseline studies

We gather primary information and establish baselines to subsequently measure the impact of a specific intervention. To accomplish this, we design indicators to determine the effects of an intervention and define treatment groups and adequate controls that are aligned with the nature of the intervention, as well as the methodological approach to be used for the evaluation of impacts.


Línea de base del Programa de Compensaciones para la Competitividad Agraria

Se diseñó la metodología para la evaluación del impacto del “Programa de Compensaciones para la Competitividad Agraria”, la cual incluyó técnicas experimentales y cuasiexperimentales para la identificación cuantitativa de los efectos del programa sobre indicadores de fin, propósito y resultado. Asimismo, se desarrollaron los grupos de control y se recolectó la información de línea de base del proyecto que forma parte del esquema de evaluación diseñado.

Baseline study for the Judicial Services Improvement Project

A baseline of the second phase of the project was developed following the logical framework methodology. In addition, we analyzed the drivers of user satisfaction among the system’s users and conducted a cost study of judicial services. We carried out 7,000 surveys throughout the country and reviewed more than 1,200 cases of the 10 most common legal problems, with the intention of producing quantitative information on delay times experienced throughout the phases of a proceeding, main bottlenecks, jurisdictional and non-jurisdictional costs, corruption, among others.

Baseline of the National Rural Water Supply and Sanitation Project – (Pronasar, for its acronym in Spanish)

The purpose of the study was to determine the initial conditions of the logical framework indicators of Pronasar, a program targeted to increase access to water supply, sanitation, and hygiene services. To this effect, we collected information from 1,354 households, social organizations, mothers, medical posts, water administration committees, and local authorities, located throughout the 10 regions in which the program has been implemented. 

In addition, we selected control groups for each type of intervention, using the propensity score matching technique, both at the community and household levels. We then complemented the results from the baseline with an analysis of the main factors that motivate hand-washing at home, and determine the presence of diarrhea as well as the payment of monthly water fees by families.

Local supply project – Angloamerican Quellaveco

We analyzed the potential of companies in Ilo and Moquegua for supplying goods and services to Anglo American Quellaveco (AAQ). On that basis, AAQ would design training programs for small and medium businesses in its area of influence.

Population census in Michiquillay

We conducted a census in the communities of La Encañada and Michiquillay in order to assess their economic, social, demographic, and household conditions. 

Development of a baseline for the second stage of Improvement of Judicial Services Project

Baseline indicators of the logical framework of the Improvement of Judicial Services Project were estimated based on the analysis of information systems of relevant institutions. We analyzed the court files corresponding to ten different subjects, and undertook a cost study of judicial services, both from the user's perspective and from that of the judiciary.
