Given recent events, Congress should not delegate legislative powers to the Executive Branch

On Friday, November 19, the president of the Council of Ministers, Mirtha Vásquez, announced the closure of four mines located in Ayacucho, under the argument that their exploitation at the head of the basin pollutes the environment. In addition, he pointed out that the mine closure dates of the mining companies were being complied with and that they had environmental sanctioning processes, when in reality most were closed. This shows a lack of knowledge of how the mining investment and production cycle works, the current legal framework and the constant environmental supervision under which formal mining operates.
